We’ve Announced Our Phase 3 Architects

Catalyst have appointed Conran + Partners as the architects for Phase 3 of the regeneration project. Conran + Partners are also the architects for Phase 2, currently under construction, so they have extensive knowledge of the project and the needs of the local community.

Selecting the architects has been a highly detailed process:

  • January 2017: Catalyst’s Design and Technical team sent a brief to four architects selected from a framework.
  • A framework agreement is an agreement between us and one or more potential contractors, setting the termsfor any contracts we might award them during a given period. We are then able to select and appoint them for contracts by referring directly to this agreement, or by holding a competition only among the contractors signed up to the framework.
  • February 2017: Catalyst held preliminary meetings with all four architects. One withdrew due to other commitments, but we invited the other three to submit example ideas to us.
  • April 2017: the architects submitted refined examples to us, having incorporated our feedback.
  • May 2017: the architects made presentations on their submissions to a Catalyst panel.
  • August 2017: a panel of Residents’ Steering Group members viewed and marked a presentation from the top two architects on their approach to community engagement in the design and planning process.

The RSG were very impressed by both architects. Although the other architect scored slightly higher on community engagement, Conran + Partners really stood out when it came to relevant experience and design quality. Victoria Whenray, Director at Conran + Partners, comments: “We are delighted to have been appointed to work on the third and final phase of Portobello Square. This builds on our experience of Phase 2 of the project and the wide-ranging knowledge we already have of the area. We look forward to continuing our work with Catalyst to support its ambition to reinvigorate this iconic part of London, which has a strong community focus.”

We’ll soon begin drawing up a consultation programme to involve the local community in the design and incorporate their ideas and feedback. The RSG will have input into the consultation programme, to help ensure it is thorough and open to the whole community. We hope to submit our planning application for Phase 3 in winter 2018/19.
